You can find MIOs in the political menu, right where the buttons to unlock design companies used to be. Each MIO has unique traits that represent their historical abilities and give you a quick overview of their bonuses.

The Characteristics of MIOs
Each MIO in Hearts of Iron 4 has an initial trait that always provides bonuses and generally determines the type of MIO. But that's not all: there are also guidelines - medium upgrade bonuses that cost political power and provide a bonus beyond the normal traits.
Using MIOs
Now let's talk about using MIOs. When you want to research something and have a suitable MIO available, you have the option to attach it for a small cost or research without it. However, keep in mind that the MIO attached to a device is a snapshot of the MIO's traits at the time of its application. If you want to get all the newly unlocked traits since then, you'll need to upgrade it for a small XP cost.
Additionally, we can add MIOs to equipment designers and integrate them into production. Each production line can attach an MIO as long as it has the equipment designed by it. Most MIOs provide production bonuses for equipment, allowing for faster or more efficient production when attached.
Modding MIOs
And last but not least: modding. Adding new MIOs is a breeze. You can create a new one or expand an existing one - all directly in the API.
